Actually, they should come in both male and female. I'll check if spawners don't restrict the gender, but you should be able to breed them :)
 
Confirmed: Vampiriac Steeds come on both male and female genders. There are no restrictions for breeding them.

Remember, Vamp steeds spawn in only three locations in the world. They look very similar to a nightmare and are commonly mistaken for nightmares (they appear as "a Nightmare", but they are darker ;-) ). At least, that's how we designed it.
